There are no changes to the LCI RFP. The following Q and A sequence is in response to all questions received during the allotted timeframe. 

Question 1: Could you please confirm and elaborate on the scope and expectations for the Unified Development Code (UDC) task? Is it the City’s expectation that the selected consultant will develop a fully drafted UDC and assist in the adoption process of the ordinance? Or is it the expectation that the consultant team will develop recommendations as to the substance and process for the creation of a UDC that would be included in the overall Comprehensive Multi-Modal Transportation Circulation Plan?

Answer: It is the City’s hope that the selected Candidate will be able to utilize/merge the current City Ordinance, Comprehensive Plan, and public input to ultimately develop a draft UDC for council adoption. The selected Candidate will have the full support of the LCI Project Team, ARC representative and Community Steering Committee leading up to and the completion of the UDC adoption. The estimated completion date of the LCI Study is October 31, 2024.

 

Question 2: Page 17 of the RFP says that all candidates should include a draft contract in their proposal. Is this correct? And if so, where should this be included in the RFP submission format?

Answer: Yes, this is correct. You may submit this documentation as an attachment or anywhere at the back end of your proposal.

 

Question 3: To what degree does the City expect the currently adopted Comprehensive Plan versus this LCI public engagement and concept plan development process to guide the development of the UDC?

Answer: Its always good to listen to public input as a tempered measure of emphasis on the areas of specific interest. However, in this case, the Comprehensive Plan should prevail moving forward.

 

Question 4: At what point in the LCI process does the City envision the UDC drafting to begin?

Answer: The estimated LCI Study completion date is October 31, 2024. The selected Candidate, ARC representative and LCI Project Team will more accurately determine this when we sit down and create a timeline that meets ARC milestone projections.

 

Question 5: In the “Qualification of Team” section, does the 1-page maximum refer to the entire section or just to the resume?

Answer: Just the resume, please.

 

Question 6: In the “Qualification of Team” section, are we only permitted to included a resume for the Team Lead, or can we include resumes for other team members?

Answer: If you wish to include additional resumes you certainly may.

 

Question 7: Given the amount of scope, the typical LCI deliverable requirements and the public process requirements of a typical UDC project, is the expectation that this study will focus on a framework for the UDC and setting the stage for a future UDC implementation process? Or, is the expectation that the scope of this project will also include an actual complete ordinance draft? Additionally, will the draft ordinance need to be fully adopted by council in the process?

Answer: The final draft ordinance that ARC, city LCI Project board, steering committee, and the selected Candidate proposes will eventually be adopted by city council. The expected timeline/duration for the final Plan is October 31, 2024.

 

Question 8: Will the UDC scope focus only on the Downtown area or the entire City/LCI Study Area?

Answer: The area of focus is the current city limits.

 

Question 9: Is the $250,000 figure listed inclusive of the 80/20 match or will the City match be in addition to the $250,000?

Answer: The $250,000 award total is inclusive of the 80/20 match.

 

Question 10: The RFP states to provide a resume for the team lead. Given the multidisciplinary nature of this project, could we provide resumes for all key team members?

Answer: Absolutely. This is a great idea.

 

Question 11: Explain the statement that the UDC is to “serve as a model for all Georgia’s varied communities”.  Will this document be employed outside of Senoia?

Answer: The thought process behind this statement is that the UDC should be expansive enough and of such quality that other communities would wish to emulate its structure and design elements. The UDC is only for the boundaries of the study, which is the current city limits.  

 

Question 12: Has the City previously conducted large scale public processes?  Does it have an email contact list for purposes of reaching out to citizens?  Will City Staff be available to assist in the planning, promotion and conducting of public meetings?

Answer: The City has the ability to reach out and notify a majority of its citizens. City staff and ARC representatives will partner with the selected Candidate to conduct all scheduled public meetings.

 

Question 13: Is the Project Advisory Group already formed?  Have they worked together in the past before?

Answer: The LCI Executive board was created several months ago and serves as the main oversight group for the LCI Project. This group (6 members) encompasses city council, Planning and Zoning and city staff members. A steering committee will officially be created this evening (10/17/2022). This board will consist of fourteen (14) community members selected throughout the city, two (2) city council members, two (2) Planning and Zoning board members, and two (2) city staff members.
